What is changing?
Heat networks, or district heating, distribute heat from a central source through insulated pipes to serve multiple buildings. Government policy is to use zoning to identify areas where it expects heat networks to offer the lowest cost and carbon option for heating.
The Department for Energy Security and Net Zero has said heat network zoning will “fundamentally transform” the development of heat networks in towns and cities across England. Under the developing framework, local zone coordination bodies will consult on proposed boundaries. They will then refine them using local evidence and then formally designate heat network zones.
The government has also confirmed that it expects at least 10 of the largest English towns and cities to establish zones soon after the heat network zoning regulations go live, with further zones to follow.

For existing larger buildings, zoning may become an important factor in asset management, decarbonisation planning and capital works sequencing. Building owners may need to test decisions on boiler replacement, heat pumps, plant room space, metering, pipe routes and landlord energy strategy may need to be tested against emerging local heat network plans.

Regulation is also tightening
The zoning agenda is developing alongside wider heat network regulation. Ofgem has confirmed that heat network authorisation conditions came into effect on 27 January 2026, following the Heat Networks Market Framework regulations. These obligations apply to authorised persons carrying out regulated heat network activity and form part of the move to give heat network customers protections more comparable to those in other regulated energy markets.
This is important for confidence. As heat networks expand, clients will need to consider not only technical feasibility and carbon performance, but also governance, consumer protection, billing, resilience and long term operational responsibility.

Plymouth’s consultation is local, but the direction of travel is national. Building owners and project teams should start checking whether assets sit within current or emerging heat network opportunity areas, particularly in dense urban locations.
For live and planned projects, it may be sensible to review plant strategy, spatial allowances, energy statements, planning assumptions and future connection options before teams lock in key design decisions. The most exposed projects are likely to be larger buildings, mixed use schemes, public estate assets and developments in town and city centres where heat demand is concentrated.
