Grid Connections Reform Enters Delivery, With Key Offers Expected Through 2026 and 2027

Grid connections reform has moved into its delivery phase, with NESO now issuing Gate 2 connection offers under the revised timetable agreed by Ofgem in June 2026.

The updated programme gives developers and investors clearer milestones for when projects should receive confirmed grid connection terms. However, the process will continue in phases through the remainder of 2026 and into March 2027.

The changes matter well beyond the energy sector. Grid capacity can influence the viability of major housing, commercial, industrial, data centre and low-carbon development. More projects now rely on electrification, including heat pumps, electric vehicle charging, solar generation and battery storage. The timing and availability of a grid connection can therefore affect design decisions, planning strategy, funding confidence and delivery programmes.

What Has Changed

On 3 June 2026, Ofgem agreed a revised timetable for the National Energy System Operator, NESO, to issue connection offers under the Gate 2 to Whole Queue process.

NESO must issue Phase 1 offers by 30 September 2026 and Phase 2 offers by 31 January 2027. Distribution network operators are expected to complete Phase 1 offers by 30 November 2026 and Phase 2 offers by 31 March 2027.

NESO is issuing offers in stages. Timings may vary by location because of engineering complexity and the level of network reassessment required.

The timetable supports the wider reform of the grid connections process. Rather than relying mainly on application order, Gate 2 projects must now demonstrate readiness and strategic alignment. Only then will they receive a confirmed connection date, connection point and queue position.

Why This Matters for Developers and Project Teams

For built environment clients, the main issue is certainty.

The available connection date, cost and point of connection can determine whether a site is commercially viable. They can also affect whether its planning and energy strategies are realistic and whether the project can proceed within the intended programme.

This is particularly important for developments requiring substantial electrical capacity. These include data centres, industrial facilities, large residential and mixed-use schemes, heat networks, extensive electric vehicle charging infrastructure and low-carbon heating systems.

The reformed process aims to create a more deliverable connections queue by prioritising projects that meet the relevant readiness and strategic alignment criteria. However, it also increases the importance of early preparation. Projects seeking Gate 2 status must provide evidence that they meet the applicable readiness requirements. They must also demonstrate strategic alignment.

Developers and investors should therefore consider land rights, planning progress, technical requirements and the proposed energy strategy well before construction is due to begin.

Demand Connections Are the Next Area to Watch

Ofgem is also developing a separate programme of reform for demand connections. This will be particularly relevant to large electricity users, including data centres, major industrial schemes and other developments requiring significant new capacity.

Following 120 responses to its call for input, Ofgem is considering how viable projects could secure connections more quickly. It is also exploring how to prioritise strategically important developments without compromising system security or operational integrity.

The work is being developed through three pillars: Curate, Plan and Connect.

Under the Connect pillar, Ofgem is exploring greater flexibility for developers to build and own high-voltage connection assets. Developers may also be able to build these assets before transferring ownership to another party. Ofgem is also considering alternative arrangements that could allow additional demand capacity to connect without adversely affecting the wider electricity system.

Ofgem intends to consult on several of these proposals in autumn 2026. Respondents broadly supported greater self-build opportunities. However, they also highlighted the need for clear technical, regulatory and ownership arrangements.

For some large developments, greater self-build flexibility could provide more control over the cost and delivery of connection infrastructure. However, Ofgem has not yet finalised the detailed policies and implementation arrangements.

What Clients Should Do Now

Project teams should treat grid strategy as an early viability consideration rather than a late technical workstream.

For sites with substantial electrical demand, early due diligence should consider:

  • The likely connection route
  • Available network capacity
  • Potential reinforcement requirements
  • Connection costs and programme risks
  • The effect of delays on planning and funding
  • Whether the development can accommodate phased or flexible connection arrangements
  • Opportunities for on-site generation and battery storage
  • Alternative or transitional energy strategies

Developers with existing connection applications should also monitor the delivery of Gate 2 offers throughout 2026 and early 2027.

The issuing of offers will provide further evidence of where connection capacity is available and where reinforcement may be required. It will also show how regional engineering constraints affect project timescales. Projects should not assume that an indicative connection position will remain unchanged. Ofgem and NESO have both acknowledged that technical reassessment and engineering complexity can affect the sequencing and content of offers.

The wider message is that electrification is becoming a central part of development strategy. Project teams should therefore consider planning, design, commercial appraisal and energy infrastructure together from the earliest stages of a project.

Grid connections reform is now in active delivery. NESO is issuing Phase 1 offers, with later phases continuing into early 2027. The revised timetable does not remove every connection risk. The timing of individual offers may still vary according to location and engineering complexity. However, it provides clearer regulatory deadlines and a more defined programme for developers and investors to follow.

Further reform of demand connections is also progressing. Ofgem expects to consult in autumn 2026 on measures including greater self-build and ownership of high-voltage assets.

For developers, landowners and built environment consultants, the priority is to assess grid requirements earlier, demonstrate project readiness clearly and make electrical capacity a core part of planning and development strategy.
